Biography of Mufti Waqayatullah (Waqar Hanafi)
Mufti Waqayatullah (Waqar Hanafi), son of Teacher Zarpacha, was born into a scholarly and jihadi family in the village of Barbahar Adwar, Khogyani District, Nangarhar Province, Afghanistan.
Education
In his modern education, he graduated from the 12th grade of Sayed Shamsuddin Majrooh High School. He completed his studies in Islamic sciences, including the elementary and advanced Dars-e-Nizami curriculum, as well as specialization in Islamic jurisprudence (Fiqh), Fatwa (Ifta), and Judiciary (Qadha) at various religious institutions, including:
- Anwar al-Sahaba (RA) Madrasa
- Hazrat Ubayy ibn Ka‘b (RA) Dar al-Huffaz
- Jami‘at Umm al-Uloom
- Imam Abu Yusuf (RA) Institute
- Islami Dar al-Uloom
- Al-Haram Dar al-Ifta
- Al-Jami‘ah al-Ghaffariyyah
- Jami‘at Dar al-Iman wa al-Taqwa
He also obtained a Bachelor’s Degree in Sharia Studies from Al-Falah University.
Training and Professional Skills
In addition to his academic qualifications, he has participated in numerous professional seminars, workshops, and training programs, including:
- Financial and Procurement Management Training
- Advanced Leadership and Administration Programs
- Management and Leadership Development Courses
These programs were organized by the Administrative Affairs Office, the Ministry of Higher Education, and various other institutions.
He has completed several courses in writing, computer studies, and internet technologies, and attended public speaking and journalism courses at Sabawoon Stori Institute.
He has also studied Tafsir and Hadith under many renowned and authoritative scholars of Afghanistan and Pashtunkhwa and has received scholarly authorizations (Ijazahs) from them.
Achievements
Mufti Waqar Hanafi has devoted most of his life to the service of knowledge, education, and learning. Some of his major achievements include:
- Authoring and translating more than thirty books.
- Achieving outstanding academic distinction in school, madrasa, and university, including first positions and overall top rankings.
- Receiving numerous certificates and letters of appreciation for professional excellence, competence, and good character.
- Winning several prestigious academic and intellectual competitions.
- Publishing hundreds of articles online and in various magazines and books, particularly through regular columns in Anis, Hewad, and Shariat newspapers, as well as Hurriyat Weekly.
- Teaching in numerous schools, madrasas, and educational institutions.
- Serving as Imam and Khateeb in various mosques.
- Leading and organizing cultural programs and activities, particularly cultural resistance efforts during the period of American occupation.
- Acquiring proficiency in computer and internet technologies.
- Successfully leading and managing educational institutions for many years.
- Translating several works into Afghanistan’s second national language (Dari).
- Organizing dozens of competitions based on some of his works, particularly the book In Defense of Imam Abu Hanifa (RA), in which thousands of participants took part.
